Jacques brings unique capabilities in the areas of amalgamation and privatization to clients, having managed both the privatization of very large organizations formerly operated by the federal government, and the amalgamation of local municipalities. He also has considerable depth of experience in the areas of public/private partnerships, constitutional and administrative tribunals, negotiations of public and private sector collective agreements, and appearances at the Canada Industrial Relations Board and Public Service Staff Relations Board and Ontario Labour Relations Board. In 2005, Jacques successfully represented the House of Commons before the Supreme Court of Canada in Vaid v. House of Commons, a case involving whether the Canadian Human Rights Commission had jurisdiction to investigate a complaint filed by the chauffeur of the Speaker of the House of Commons.

Jacques is a member of the Canadian Bar Association, the Canadian Institute of Conflict Resolution and the American Trial Lawyers Association. He is also a former member of the Board of Directors of the Advocates Society. He is a graduate of the University of Ottawa, called to the bar in 1973. 

An avid golfer, Jacques plays a very active role in the Ottawa community, and is former President of the Youth Services Bureau, a member of the Executive of the Champions for Children Foundation.
